Meet the associates and members of the management team.



Denis Parrot


Having earned a degree in surveying and mapping from Université Laval in 1981, Denis began his career working in those fields around the world for five years. He then completed graduate studies in Fredericton, New Brunswick, where he earned a master’s in satellite geodesy. With a passion for his area of expertise, Denis has been involved since 1991 in a host of projects that employ geospatial information to meet the specific needs of various markets and users. Denis is currently responsible for the GNSS Department at Effigis, including the commercial aspect and R&D activities.


Pierre Vincent

Executive Vice-President

Pierre has a master’s degree in digital image processing from Université de Sherbrooke and a graduate diploma in business administration from HEC Montréal. He has been working in the remote sensing sector since 1978 and has helped develop that technology by directing several digital image processing projects. Pierre oversees all administrative and financial services at Effigis and supervises the Earth Observation Department and business development for the global market. He is also the president of Groupe VIASAT, the holding company controlling Effigis


Magella Bouchard

Vice-President – Telecommunications

Magella has a master’s of electrical engineering with a specialization in telecommunications from Université Laval and has been a member of the Ordre des Ingénieurs du Québec since 1981. He began his career with the Department of Communications in Ottawa, where he helped develop a number of national and international measurement standards. He then worked in the cable TV sector and was involved in several projects involving a variety of telecommunications aspects. In 1994, he received the award for excellence in engineering from the Canadian Cable Television Association for a project to build an automated leakage and capture detection patrol system. Magella is responsible for the company’s material resources and manages the Telecommunications Department at Effigis.


Claude Levasseur

Vice-President – Geomatics

Claude has a bachelor’s in geomatics from Université Laval. He has worked mainly on organizing and conducting large projects involving the use of GIS applied to, among other areas, infrastructure surveys. He has also been closely involved in the Quebec government’s cadastral renovation program since 1994. At Effigis, Claude manages the GIS and Infrastructure Survey Department and is responsible for the company’s ISO 9001: 2008 quality system. As a member of the Ordre des arpenteurs-géomètres du Québec since 1984, he is also an executive member of the Montreal branch of the Canadian Institute of Geomatics.


Michel Rheault

Vice-President Business Development – Earth Observation

Michel has an M.Sc. in remote sensing from Université Laval and a B.Sc. in geology from Université de Montréal. He is a member of the Ordre des géologues du Québec (OGQ#259). Michel has completed a number of geological survey projects for the mining and oil industry and managed many geological application development projects for the Canadian Space Agency and European Space Agency. At Effigis, Michel develops and applies geomatics technologies to exploration geology and environmental geology. With 35 years of experience, his expertise has gained national and international renown.



Daniel Babeux

Vice-President Business Development – Broadband Networks

Daniel is a veteran of the telecommunications industry, where he has worked for the past 33 years. Before coming to Effigis, Daniel was Vice-President and Managing Director of Sunrise Telecom in the Broadband Network Division. Before that, he held a variety of management positions at COGECO Cable, including the most recent one as Project Director – Corporate Engineering. As a member of the Society of Cable Telecommunications Engineers (SCTE), Daniel is in charge of strategic planning for market development for CPAT® products. As such, he is responsible for growing business opportunities in North America and developing the market around the world.


Mathieu Benoit

Senior Director – Earth Observation

Mathieu has worked for Effigis since 1993. After holding positions as technical manager, project manager and director of applications, he has been managing the Earth Observation Department since 2004. With his passion for geomatics, he is especially involved in remote sensing applied to land management, natural resource inventory and topographic mapping, in a development and production context. Mathieu has a solid background in planning and managing local and international Earth Observation projects. He has a B.A.Sc. in geomatics from Université Laval and an MBA from Université de Sherbrooke.


Manon Blackburn

Operations Director – GIS and Infrastructure Inventory

Manon has a B.Sc. in geomatics from Université Laval. She has been involved since 2000 in the design and use of geographic information systems applied to, among other areas, surveys of public service network infrastructures. Backed by her experience on large projects in that field, she is responsible for monitoring and developing processes and supervising operations. Over the years, she has built up solid experience in data processing and management by having, among other activities, implemented a geographic information system applied to project management.


Denis Gervais

Engineering Director

Denis is a civil engineer who graduated from École Polytechnique de Montréal (UdeM). Since 1991, he has contributed to the growth of Effigis by carrying out innovative projects based on automated processing and validation processes. Since July 2000, as Engineering Director of the Products Division, he manages the orientation, development and production of the various CPAT modules, an embedded monitoring solution for radiation and capture in cable networks. In addition, Denis coordinates the maintenance and improvement activities of the company’s ISO 9001 quality management system.


Claire Gosselin

Business Development Director – Earth Observation

As Commercial Director in the Earth Observation Department, Claire has been working in the remote sensing/geomatics field for over 25 years. Following a five-year stint with the United Nations in Bangkok as spatial technology application specialist, she developed the geomatics market in Southeast Asia for Canadian companies for ten years. With Effigis since 2008, Claire is involved in global market development and project management for clients in North America, Europe and South America. She has a B.Sc. in Geography from McGill University.


Jean Le Tellier

Sales Director – Earth Observation

With a Bachelor of Administration from Université du Québec à Montréal, Jean has over 25 years of experience in management positions, more than 15 of which in the remote sensing sector. During that time, he has developed expertise in image acquisition tailored to the various challenges facing users. As Sales Director in the Earth Observation Department at Effigis, Jean oversees the team in charge of satellite image ordering, handles commercial relations with image distributors and manages commercial development of satellite image products and services.


Caroline Pilon

Finance and Administration Director

Caroline has a Bachelor of Business Administration, with a specialization in finance, from HEC Montréal, and is a Certified Management Accountant in the Ordre des CMA. Backed by 13 years of experience in the information technology and consulting sectors, Caroline joined Effigis in 2011. Her previous jobs have given her extensive experience in the implementation of financial systems and internal controls and in corporate acquisitions and sales. Caroline manages the Finance and Administration Department for Effigis.
